Why did Congress disagree with President Andrew Johnson's Reconstruction plan? They thought it was too easy on the South.
What was an effect of the Reconstruction Act? African American men had the right to vote.
What did the passage of the Thirteenth, Fourteenth, and Fifteenth Amendments mean for African Americans? African American were free citizens, and the men could vote.
