The following factors should be considered in the resolution process: 5 things A. Degree of unity in support of the activity (whether inmates are participating); B. Number of leaders and their descriptions, if they can be identified; C. The knowledge of any demands or complaints and/or whether they are valid; D. Any significant threat of the incident becoming violent; and E. Willingness of the administration to enter into negotiations with the inmates over the issues.
Once the contract personnel/inmates return to work, staff members will be alert to: 2 things 1. The possibility that remaining agitators may try to reinstate the work stoppage on the basis of the original or new demands; and 2. Any resurgent feeling on the part of the contract personnel/inmates regarding the way the work stoppage was handled by the administration.
