Tax Power 1. Has to be Geographically Uniform 2. Purpose of the Tax has to be to raise revenue NOT to penalize 3. Tax cannot be incidental to the interest. 4. Cannot Violate any other parts of the Constitution.
Spending Power 1. Must be for General Welfare. 2. Cannot be used to regulate an activity that the contract doesn't otherwise have the power to reach. 3. Cannot be used to "Coerce" conduct. 4. Condition must be Clear/Unambigious, 5. Cannot violate other parts of Con.
War Power 1. Directly & Immediately Cause by War. 2. Doesn't have to be during War time, 3. Doesn't have to be Declared War. 4. Cannot violate other parts of Con.
