| judicial review | power of courts to determine whether acts of congress are constitutional |
| federalism | a way of organizing a nation so two or more levels of government have authority over the same land and people |
| unitary governments | a way of organizing a nation so that all power is in the central government |
| intergovernmental relations | the interactions among national, state, and local governments |
| supremacy clause | article 6 of constitution that makes the constitution the supreme law of the land |
| tenth amendment | the constitutional amendment that says the powers not given to the federal government in the constitution are given to the states |
| mcculloch v. maryland | court case that established the supremacy of the national government over state goverments and defined that congress had certain implied powers |
| enumerated powers | powers the federal government has that is specifically addressed in the constituion |
| implied powers | powers the federal government has but aren't necessarily specifically stated in the constitution |
| elastic clause | final paragraph of article 1, section 8, that gives congress the right to make all laws "necessary and proper" to carry out enumerated powers |
