Marine and Coastal Policy

| Governance | a system of rules and leadership the guides a group towards a desired outcome and away from an undesired one |
| Institution | rules, rights, and roles that tell people how things are supposed to work. |
| policy | a specific rule or plan made by an authority to guide decisions or actions. |
| regulation | a specific rule that limits or controls behavior |
| public trust | land owned and maintained by the government for the public |
| Externality | an accidental cost or benefit affecting others without affecting the price of the good |
| Exclusive Economic Zone (EEZ) | ocean area up to 200 miles from a country’s coast where it controls resources. |
| Areas Beyond National Juristiction | the "high seas" that belong to no one, and are managed by the RFMOs |
| Regional Fisheries Management Organizations (RFMOs) | groups of countries that work together to manage shared fish populations. |
| Administrative Procedures Act | sets rules for how agencies make regulations or decisions |
