East Feirris East Ferris is running out of water because they are using more water then is going into the groundwater reservoir. East Ferris dose not receive much rain and therefore has to rely on the water in the groundwater reservoir.
West Ferris West Ferris recivies much more rain than East Ferris. The people of West Ferris do not have to use water just from the groundwater reservoir, they can use water from the rain that falls there.
