What is a disaster? any hazardous event that disrupts the functions of a community and causes hardships for community members
What are components of a disaster? Threaten people’s health and safety Overwhelm resources Natural or human-made, accidental, or acts of terrorism Mass casualty incidents
What are natural disasters? earthquakes, hurricanes, tornadoes, floods
What are human-made disasters? structural collapse, multivehicle collisions, chemical spills, chemical terrorism (cyanide, mustard gas, etc.)
What are the four stages of the disaster management cycle? prevention/mitigation, preparation, response, recovery
What is prevention/mitigation? assessing for potential threats and vulnerabilities to either stop a disaster from happening or reduce effects of disaster
What is preparation? Developing personal, work, and family plans Identifying community evacuation routes Identifying emergency shelter locations Performing regular drills Stockpiling food, water, medication, and first aid supplies
What is response? actions taken during and immediately after a disaster
What is recovery? continue providing nursing and medical care to disaster victims; conduct ongoing assessments of physical and mental health status
What is the first step of a response? determine if state has sufficient resources to respond
What are the key activities during a response? Activating disaster plan Triage and ongoing care to victims Establishing disease surveillance if an outbreak or bioterrorism is suspected
What is the medical reserve corps? local volunteers for emergency preparedness and response
What is the community emergency response team? educate and train professionals and lay volunteers on disaster preparedness
What is the START system? color-coded system with predetermined criteria to identify and assign each victim’s level of acuity quickly and efficiently
What is the SALT system? sort, assess, lifesaving interventions, treatment/transport
What is an incident commander? must command presence, understand ICS, be proven manager, proactive and decisive, calm and objective, quick thinking, effective communicator, adaptable and flexible
What three positions are directly below incident commander? public information officer, safety officer, liaison officer
What does the operations section chief do? Main emergency incident control Staff staging and equipment staging areas Accomplish the objectives set forth by Incident Command Fire, EMS, HAZMAT
What does the planning section chief do? Manages all info relevant to the incident Status of all resources deployed to incident Maintains maps and status boards for operations chief and IC to work off Gathers data, analysis of data, facilitates meeting and prepares action plans
What does the logistics section chief do? Facilities, transportation, communications, maintenance and fueling, food services, medical services, distribution of resources and supplies
What does the finance/administration section chief do? procurement unit, cost unit, compensation/claims unit
What is the procurement unit? vendor contracts, leases, etc.
What is the cost unit? records all cost data
What is the compensation/claims unit? admin of financial matters resulting from incident Ex. property damage, injuries, etc.
What is a hazard vulnerability analysis? systematic and comprehensive review of threats and hazards that pose a risk to the community
What is an emergency operations plan? designed to be implemented at such a time wen an external or internal emergency situation prevents hospital from operating under normal conditions
