Rules VS. LAWS

Rules Cannot be enforced by a court.
Laws Aims to protect the rights of individuals irrespective of their strength or power.
Legal System A system of rules (regulations) made by recognised bodies (authorities) or developed through recognised means and enforced (sanctions) in an acceptable manner.
