| Regulation and Policy | Each province must have laws, regulations, policies, and procedures that govern it's EMS system. Also provides leadership to local jurisdictions |
| Resources management | Central control of EMS resources so all patients have equal access to acceptable Emergency care |
| HR and Training | All personnel who staff ambulances and transport patients must be trained to a minimum level as determined by the province |
| Transportation | Pts must be safely and reliably transported by air or ground ambulance |
| Facilities | Every seriously ill or injured patient must be delivered in a timely manner to an appropriate medical facility |
