Names and definitions of 14 IDEA disability categories

Hearing Impairment Impairment in hearing, permanent or fluctuating, adversely affecting educational performance; not included under definition of deafness
Autism Developmental disability that affects verbal/nonverbal communication and social interaction; evident by age 3 Adversely affects educational performance; repetitive activities/movements, unusual responses to sensory experiences, resistance to change
Traumatic Brain Injury Acquired injury to the brain by an external physical force resulting in partial or total functional disability or psychosocial impairment, or both, adversely affecting educational performance
Multiple Disabilities Simultaneous impairments; combination that causes severe educational needs not accommodated by special education solely for one of impairments Does not include deaf-blindness
Orthopedic Impairment Severe orthopedic impairment adversely affecting educational performance Congenital anomaly, disease, or other causes
Other Health Impairment Limited strength, vitality, or alertness, including heightened alertness to environmental stimuli, resulting in limited alertness to educational environment; due to chronic or acute health problems and adversely affects educational performance
Developmental Delay Delay in one or more of following areas: physical, cognitive, communication, social-emotional, behavioral development IDEA Part B (birth-3) and IDEA Part C (3-9)
Deafness Severe hearing impairment that impairs processing linguistic information through hearing, with or without amplification; adversely affects educational performance
Visual Impairment Including Blindess Impairment in vision that, even with correction, adversely affects educational performance Includes partial sight and blindness
Intellectual Disability Significantly subaverage general intellectual functioning that exists concurrently with deficits in adaptive behavior and manifested during developmental period; adversely affects educational performance
Deaf-Blindness Simultaneous hearing and vision impairments that cause severe communication and educational needs not accommodated by special education for solely for children with deafness or children with blindness
Emotional Disturbance Exhibiting characteristics of conditions to marked degree & for long period: Inability to learn and build/maintain interpersonal relationships, inappropriate behavior in normal circumstances, pervasive mood of unhappiness, physical symptoms of fears
Specific Learning Disability Disorder in one or more of basic psychological processes in understanding/using language that manifests itself in imperfect ability to listen, think, speak, read, write, spell, or do mathematical calculations
Speech and Language Impairment Communication disorder that adversely affects educational performance (stutter, impaired articulation, language/voice impairment)
