Planning Commission   Planning commission plans, reviews plans, and creates budgets for the long and short term. It identifies and examines community values and preferences, and then presents them with recommendations to the city governing board and elected officials.

Planning Commission (cont.)   Planning commissions general consist of between 7 to 9 people appointed by an official or governing body.

Zoning Board of Appeals   Zoning Board of Appeals is responsible for approving special use permits, handling variance requests, hearing appeals against the zoning enforcement officer's decisions, and recommending courses of action to elected officials.

Independent Planning Commission   Independent planning commission consists of members whom the chief executive or an executive governing body appoints. Developers, planners, and other staff members answer solely to the commission.

Planning Department   Planning department is part of the executive branch within city governments, and is headed by a planning director, who reports to the chief executive of the city. The role of the planning dept is limited to advising various governing bodies.

Community Development Commission   Community development commission is responsible for planning ,enforcing regulations, and facilitating economic growth within a community. This type of planning agency combines planning and plan implementation within the same organizational body.

Separate line and staff departments   Separate line and staff departments create two separate departments for the line planning and staff planning. Staff planning dept provides advice and expert analysis to the executive branch and additional city agencies.

Line Department (cont.)   Line planning dept is responsible for enforcing zoning codes, reviewing subdivisions, and changing zoning laws

Stakeholder Relationships

Societal Sectors   Represent specific elements of the general society that will be affected by the development project, such as residents, homeowners, farmers, minorities, business owners, etc.

Interest Groups   Represent the chamber of commerce, neighborhood associations, religious organizations, social groups, environ groups, and other formal and informal nonprofit groups or organizations

Agencies   Represent state, local, and municipal government agencies; councils; school districts; special districts; planning commissions; and, councils. Normally, these stakeholders operate under specific rules.

Elected Officials   Councilmen (city and county), mayors, school boards, and state representatives and senators. EOs are a unique stakeholder bc they are elected by the public and held accountable for their decisions; but cannot rep the desires of the entire gov body
