What is the first step for a bill to become law the bill is introduced by a member of Congress
Who can introduce a bill? a member of the Senate or House of Representatives
How do you know if a bill was introduced by the House or the Senate? H.R. represents a House Bill and S means it is a Senate Bill
All bills are... numbered
What happens after a bill is introduced? a committee reviews the bill and decides if it should be chosen for further study
What happens after a bill is sent to committee? hearings are held so they can learn more about the bill
What are hearings? meetings in which people are asked to express their ideas
What can the committee decide to do during the hearings? mark-up the bill
What does it mean to mark-up with bill? re-write it
What happens after the hearings? the committee returns the bill to the chamber where the bill was started (House or Senate)
What happens after a bill is returned to the chamber that it started? it is usually "called up" (bring the bill onto the floor and the members debate (discuss the reasons for or against)the bill
What else happens after a bill is called up? the bill may be changed or amended and it is voted on.
What happends after a bill has passed one chamber? it is debated and may be approved as received, rejected, ignored, or changed
How do they decide which chamber a bill goes to first? the chamber that introduced the bill has to approve it first
What happens after the bill is passed in both chambers but there is a difference in wording? a conference committee is formed
What is the job of a conference committee? to work together to solve the difference in a bill and to re-write the bill
Who makes up the conference committee? members from both the House and the Senate
After a bill is re-written, what happens? both Houses vote
When both Houses pass an identical bill what happens next? it is sent to the President for approval
What does a vote of yes mean? that you are passing the bill
What does a no vote mean? you are rejecting the bill
What happens if the President approves the bill? he signs it into law
What happens if the President vetoes the bill? It is sent back to Congress. If both Houses approve it by a two third majority, the bill becomes a law
Waht happens if the President does not sign or veto the bill? If the President does not sign or veto a bill within 10 days, the bill becomes a law without the President's signature
What happens if the President does not sign or veto a bill within 10 days but Congress is not in session? the bill does not become a law
