What was the problem with counting people? Counting slaves gave states more representatives
How did the states compromise counting slaves? They were counted as 3/5 of a person
What does controversial mean? Something disagreed about for a long time?
What was missing from the Constitution? The rights of the people
Who created a list of rights? James Madison
How many rights were added? 10
What were the 10 new rights called? Bill of Rights
What is an amendment? A changing in words or meaning
