AICP Code of Ethics & Professional Conduct

People who participate in the planning process shall continuously pursue and faithfully serve the public interest. FIRST Aspirational Principle
People who participate in the planning process shall do so with integrity. SECOND Aspirational Principle
People who participate in the planning process shall work to achieve economic, social and racial equity. THIRD Aspirational Principle
People who participate in the planning process shall safeguard the public trust. FOURTH Aspirational Principle
Practicing planners shall improve planning knowledge and increase public understanding of planning activities. FIFTH Aspirational Principle
We shall not deliberately fail to provide adequate, timely, clear and accurate information on planning issues. FIRST Rule of Conduct - Quality and Integrity of Practice
We shall not accept an assignment from a client or employer when the services to be performed involve conduct that we know to be illegal or in violation of this Code. SECOND Rule of Conduct - Quality and Integrity of Practice
We shall not accept work beyond our professional competence, but may accept such work to be performed under the direction of, another professional competent to perform the work and acceptable to the client or employer. THIRD Rule of Conduct - Quality and Integrity of Practice
We shall not accept work for a fee, or pro bono, that we know cannot be performed with the promptness required by the prospective client, or that is required by the circumstances of the assignment. FOURTH Rule of Conduct - Quality and Integrity of Practice
We shall not direct or pressure other professionals to make analyses or reach findings not supported by available evidence. FIFTH Rule of Conduct - Quality and Integrity of Practice
We shall not deliberately commit any wrongful act, whether or not specified in the Rules of Conduct, that reflects adversely on our professional fitness or the planning profession. SIXHT Rule of Conduct - Quality and Integrity of Practice
We shall not, as public officials or employees, accept from anyone other than our public employer any compensation, commission, rebate, or other advantage that may be perceived as related to our public office or employment. SEVENTH Rule of Conduct - Conflict of Interest
Will not perform work if possibility for direct personal/financial gain, unless: a) client or employer consents to the arrangement; and b) we fully disclose the potential conflict on the public record in every public meeting and written report. EIGHTH Rule of Conduct - Conflict of Interest
As public officials or public employees, we shall not engage in private communications with planning process participants if the discussions relate to a matter over which we have authority to make a binding, final determination. NINTH Rule of Conduct - Improper Influence/Abuse of Position
We shall not engage in private communications with decision makers in the planning process in any manner prohibited by law or by agency rules, procedures, or custom. TENTH Rule of Conduct - Improper Influence/Abuse of Position
We shall not solicit prospective clients or employment through use of false or misleading claims, nor shall we, in the conduct of our work, imply an ability to improperly influence decisions. ELEVENTH Rule of Conduct - Improper Influence/Abuse of Position
We shall not use the power of any office to seek or obtain a special advantage that is not a matter of public knowledge or is not in the public interest. TWELFTH Rule of Conduct - Improper Influence/Abuse of Position
Will not disclose/benefit from info that the client/employer has requested be held inviolate or that its disclosure could result in harm, except when disclosure is required: (1) by law (2) to prevent violation of law (3) to prevent a substantial injury. We shall not deliberately misrepresent the qualifications, views and findings of other professionals. FOURTEENTH Rule of Conduct - Honesty and Fair Dealing

We shall not fail to disclose the interests of our client or employer when participating in the planning process. Nor shall we participate in an effort to conceal the true interests of our client or employer. SEVENTEENTH Rule of Conduct - Honesty and Fair Dealing
We shall not undertake other employment without disclosing to employer and receiving permission, unless employer has a written policy permitting such employment without consent. A planner shan't engage in outside work that creates conflict of interest. EIGHTEENTH Rule of Conduct - Responsibility to Employer
Won't publicly advocate a position if different to one we publicly advocated within three years unless (1) our change of position will not cause harm to previous client/employer, &(2) fully disclose conflict to our previous and current client/employer. NINTEENTH Rule of Conduct - Responsibility to Employer
We shall not commit or ignore an act of discrimination or harassment. TWENTIETH Rule of Conduct - Discrimination/Harassment
Won't withhold cooperation or info from AICP Ethics Officer or Committee ethical misconduct charge filed against us or Ethics Officer/Committee determine that we have information/knowledge relevant to a charge filed against another AICP member. TWENTY-FIRST Rule of Conduct - Bringing a Charge/Lack of Cooperation with Ethics Officer
We shall not harass, retaliate or threaten retaliation against a person who has filed a charge of ethical misconduct against us or another planner, or who is cooperating in the Ethics Officer's investigation of an ethics charge. TWENTY-SECOND - Bringing a Charge/Lack of Cooperation with Ethics Officer
Won't use the AICP ethics process for any inappropriate purpose, including threatening to file, or filing an ethics charge against another planner for personal, pecuniary, or professional gain or filing of a meritless complaint against another planner. TWENTY-THIRD - Bringing a Charge/Lack of Cooperation with Ethics Officer
Immediately notify Ethics Officer by Certified & Regular First-Class Mail if convicted of a serious crime; following conviction we will no longer self-represent as Certified Planners/AICP Members until membership reinstated by Ethics Committee TWENTY-FOURTH - Bringing a Charge/Lack of Cooperation with Ethics Officer
AICP Code of Ethics and Professional Conduct Purpose(s) 1) Define aspirational principles for those participating in planning process. 2) Define rules of practice/behavior which AICP are held accountable. 3) Define enforcement procedures of these rules.
Advisory Opinions - Ethics Officer Informal advice relating to Code of Ethics and Professional Conduct AICP members or otherwise may seek advice. Oral advice - Ethics Officer will keep a record of the issue/advice. Intended to assist but not binding - Ethics Committee may consider.
Advisory Opinions - Ethics Committee Formal Opinion relating to Code of Ethics and Professional Conduct AND; Applying the code to planning related matters. AICP members may seek advice. Opinion may be published with or without opinion request - consent needed if identifying any persons.
Filing a Complaint + Preliminary Review - Process Anyone may file w/Ethics Officer (EO) *EO review *Ethics Officer makes preliminary determination w/in 30 days *If no violation, complaint dismissed *If violation, subject of complaint notified *Subject to provide response w/in 30 days
Filing a Complaint - Content Identify the certified planner being complained about. Include relevant documentation. Ethics Officer shall determine if additional info needed. Ethics Officer to maintain a log of all complaints against certified planners.
Filing a Complaint - Exploration of Settlement (No Decision) *EO may negotiate settlement w/consultation of Ethics Committee (EC) *EC has opportunity to comment on potential settlement *EC must approve settlement before final *If settlement is approved by EC, no further action by AICP
Filing a Complaint - Decision (No Exploration of Settlement) *EO issues decision *virtual/in-person hearing *EO explains basis of written decision, citing AICP code of ethics *If violation, EO discipline: 1) conf. letter 2) public letter 3) suspend AICP 4) revoke AICP *EO notify EC & all parties
