WADE - DAVIS BILL condition 1 Provisional Governors - For each ex-confederate state to oversee progress.
WADE - DAVIS BILL condition 2 50% loyalty plan - the state civilians had to pledge 50 percent loyalty before being reentered to the US.
WADE - DAVIS BILL condition 3 Disinfranchisement of rebellion- punishment for those who fought in the war against the north, and those who rebel against the new reentering to the US.
WADE - DAVIS BILL condition 4 constitutional conventions - after the state pledges their alliegance to the Union, the provisional governor would call a constitutional convention to REWRITE THE STATE'S CONSTITUTION INTO LOYALTY.
WADE - DAVIS BILL condition 5 abolition of slavery
WADE - DAVIS BILL condition 6 public payment of debt prevented from confederates - lost property from the civil war could be regained by southerners, as long as they were not confederate soldiers or generals.
WADE - DAVIS BILL condition 7 Proections and emancipation - the new state laws apply to EVERBODY.
ANDTREW JOHNSON condition 1 Loyalty oaths - southerners had to swear allegiance in order to be granted amnesty.
ANDTREW JOHNSON condition 2 specialty presidential pardons - High ranking confederate leaders and wealthy southerners with properties of over $20,000
ANDTREW JOHNSON condition 3 Restoration of property - when receiving a pardon or amnesty, southerners can recollect property but not freed slaves.

ABRAHAM LINCOLN condition 1 At least 10% of a former Confederate state's voting population had to take a loyalty oaths to the Union before rejoining it or receiving amnesty.
ABRAHAM LINCOLN condition 2 The state had to formally accept the permanent freedom and emancipation of enslaved people.
ABRAHAM LINCOLN condition 3 after reaching 10 percent loyalty, a state could rejoin the Union, AND create its own state government.

Military construction 1914-1918 PART TWO 1. Any government under Lincoln or Johnson cannot be recognized. 2. Confederate leaders cannot vote or hold office. 3. All white and black men can vote. 4. Southern states MUST RATIFY 15th amendment.
