Civics Unit 7 NC & Local Government

QuestionAnswer
Federal System System of government that divided powers between the national government and the states
Separation of Powers Each branch of the government has responsibilities and powers and prevents the other branches from gaining too much power
Popular Sovereignty The people are the ultimate source of any power given to the government
Checks and Balances System in which each branch of government exercises some control over the other
Census Official population count
County The largest territorial and political subdivision in North Carolina
County Seat Center of the County government
Incorporate(d) The state declares a specific geographic area as a municipality
Home Rule Local governments can authorize power over local issue to the point not prohibited or regulated by the state of NC
Public Policy State guidelines and rules
Special District A unit of government that deals with a specific function, like water supply or transportation
Lieutenant Governor A person who is next in rank to a governor and who takes the governors place in case of disability or death
Statutes Written law passed by a legislative body
Municipality City or town that has corporate status and local government
NC General Assembly Create NC's local governments and decides what authority and responsibility they have
Ordinances Pieces of legislation enacted by a municipal authority
Balance Budget A budget in which revenues are equal to expenditures
