| • Religion – Practice any religion or none. | • U.S. Constitution: o An amendment must be approved by two-thirds of both houses of Congress and then ratified by three-fourths of the state legislatures. | ||
| • Speech – Express opinions without government interference (with limits for safety and honesty). | • Virginia Constitution: o An amendment must be passed by the General Assembly (Virginia’s legislature) two times and then approved by Virginia voters in a general election. | ||
| • Press – News organizations can publish freely. | |||
| • Assembly – Gather peacefully in groups. | |||
| • Petition – Ask the government to change laws or policies. |
