gov-federalism unit

TermDefinition
a division of powers way of organizing a nation so 2 or more levels of gov't have normal authority over the same area and people
Cake - Const. icing, the source of power and has supremacy
cake - national top layer, gets power from the Const, and gives it to national
expressed (enumerated) power powers spelled out in the Const.
delegated powers expressed (enumerated), implied, and inherent powers given to the national gov't
implied powers powers intended by the ones spelled out - elastic clause - "necessary and proper clause"
inherent powers next explicitly provided, but historically possess by National Gov't
reserved powers 10th Amend explains how National gives to States any power not granted to National Gov and NOT denied to states
concurrent powers powers that both the National and State Gov'ts share
federalism way of organizing a nation so that 2 or more levels of gov't have formal authority over the same area and people, power is divided/shared
full faith and credit all states must recognize other state's public records, acts, and Judicial hearings
categorical grants majority of federal grants, "strings attached"- can be either project or formula grant, liberals like this better bc more national powers
block grants states/local gov't given discretion/freedom, they must budget more funds to keep up with Congress' program extension, no funds provided to meet obligations, conservatives like this better bc more state gov't
fiscal policy gov't uses taxation and spending to attempt to lower unemployment, support economic growth, and stabilize the economy
Keynesian economics policy when the country is at peak economic activity, and close to a depression, the gov't should put more money into the economy
supply side economic theory trickle down economics - not using excessive taxing to promote economic growth, but supporting/fostering supply
political socialization the experiences and factors that shape an individual's political ideology
broadcast media outlets for news, and other content including radio and television that brings stories directly into peoples' homes
horse race journalism coverage of political campaigns that focuses on more drama of the campaign than on the policy and issues
liberal beliefs future- better things are in store for us, stress experimentation, all men are brothers
conservative beliefs tradition - value our past heritage, stress experience, respect individual achievement without assistance from gov't
pros of federalism more opportunities for political involvement, increasing access to gov't, reflection of diversity of opinions
cons of federalism states differ in resources it can devote to services, states may be discouraged from providing some services, sheer number of voernments
