due to K+ leak channels, plasma membrane is 50-100 times more permeable to K+ than other ions

because neg. charged molecules cannot follow pos. charged K+, a small neg. charge develops inside membrane
neg. charge inside attracts pos. charge. when neg. charge inside enough equilibrium is established
charge difference across membrane at equilibrium is a reflected difference in potential (mV)
resting membrane potential is proportional to the potential for K+ to diffuse out of cell but not the actual rate of flow for K+
at equilibrium, very little movement of ions takes place across membrane
