Why States agree to be bound by international law? furthers national interests through stability and predictability in international relations

General Assembly the UN's main policy-making organ; discuss and debate international issues; made up of members of each UN nations
Article 2(Clause 4) of the UN Charter prohibition against the threat or use of force against another State
Exceptions to Article 2(4) prohibition 1) collective security (authorization of use of force by UN vote) 2) inherent right of self-defense against an armed attack 3) consent (one State's invitation of another State's use of military force on its territory)
Resolution 678 contains authority for UN Security Council to use military force
Article 51 (UN Charter) contains right of self-defense for States
Self-Defense essential elements 1) individual or collective form 2) triggered by "armed attack" against UN member 3) State must report use of defensive military force
