| Bureaucratic discretion | The power of unelected officials to decide how a law is implemented and what Congress meant when it passed the law. |
| Patronage | The practice of giving government jobs or benefits as political rewards. |
| civil service | A merit-based system for hiring and promoting government employees, reducing political influence. |
| implementation | The bureaucracy’s role in putting into action the laws that Congress has passed. |
| regulation | A rule or directive established by a government agency to control or govern specific activities or processes |
| rule-making authority | the power given to government agencies to create regulations and rules that have the force of law |
