QuestionAnswer
Federal bureaucracy The departments and agencies within the executive branch that carry out the laws of the nation.
Bureaucratic discretion The power of unelected officials to decide how a law is implemented and what Congress meant when it passed the law.
Patronage The practice of giving government jobs or benefits as political rewards.
civil service A merit-based system for hiring and promoting government employees, reducing political influence.
implementation The bureaucracy’s role in putting into action the laws that Congress has passed.
regulation A rule or directive established by a government agency to control or govern specific activities or processes
rule-making authority the power given to government agencies to create regulations and rules that have the force of law
department Usually the largest organization in government with the largest mission; also the highest rank in Federal hierarchy.
Independent Regulatory Commission A government agency or commission with regulatory power whose independence is protected by Congress
Government Corporations A government agency that operates like a business corporation, created to secure greater freedom of action and flexibility for a particular program.
