| select committees | temporary committee often focus on one issues |
| joint committee | include members from both chambers of congress |
| conference committee | a joint committee focused on making a bill identitcal for both chambers |
| rules committees | only in the house, helps the structure debate for the house floor |
| appropriations committee | decides how federal money is spent |
| casework | the localized efforts to help constituents with a pothole issue issue |
| reapportionment | after the census, the number of of representatives per state changes based on in population |
| redistricting | in line with reapportionment, this is the redrawing of congressional maps for each state |
| gerrymandering | the drawing of oddly shaped districts to provide an advantage to one party |
| discharge petitions | mostly in house, getting enough signatures to force a bill out of committee and to the floor |
| earmarks | specific spending provisions added to a bill usually for local causes |
| pork barrel spending | deferral money aimed at local projects |
| logrollling | when Congressional members tradde votes to support eachother |
| whips | the Congressional members who enforce the party stance "whip up support (votes))" and keep members in line |
| pigeon holed bills | they are ignored and left for dead (left in committee)veto |
| pocket veto | if Congress adjourns within 10 days of a bill being passed by Congress. the president can choose not to sign it and the bill is considered vetoed cannot be overridden |
| veto | president rejecttig a bill from congress can be overridden by 2/3 vote |
| christmas-tree bills | bills that have many unrelated amendments added on |
| quorum | having enough m embers to vote on a bill |
| franking privilege | the ability of Congress members to send out mail at no cost to themselves |
| senate finance committee | senate committee focused on money taxation entitlement programs (social security) |
| Senate judiciary committee | focused on legal matters and judicial nominations |
| ways and means committee | house responsible for taxation and revenue policy |
| roll call vote | where each member announces their vote on the floor |
| speaker of the house | most important highest ranking majority party member of the house who helps assigns committee positions and schedules votes. set the agenda |
| president pro tempore of the senate | ceremonial role of who presides in the senate when the VP is not there - usually a majority party member |
| senate majority leader | equivalent to the speaker of the house but in the senate |
| closed rule | debates were amendments are not to be added |
| open rule | debates where amendments can be added |
| bill becomes a law | idea -->sponsor-->Comittee research edit-->floor for debate if passed-->president sign if veto-->2/3 vote to override |
| sunset provisions | parts of a bill that have an expiration date |
| description representation | when representation matches their constituents in characteristics |
| delegate model of representation | representatives voting based on the desire of their constiuents |
| trustee model of representation | representatives voting based on their own personal beliefs |
| representation view | supports the delegate model |
| constiuent | the people u represent as a delegate in congress |
