TermDefinition
Why did the Articles of Confederation fail? They did not create any unity amongst the states. There was no strong central government.
What was the only governmental body that the AOC created? The Legislative Branch (Congress)
What does the phrase “government by consent of the governed” mean? The people give the government permission to make the laws by voting for them.
What is Federalism? The dividing up of governmental duties between federal, state and local governments.
Who was Daniel Shays? Why did he lead a rebellion? A Massachusetts farmer who led a rebellion because of laws about debt & taxes
What states were created by the Northwest Ordinance? Ohio, Indiana, Illinois, Michigan, Wisconsin
What is the difference between a Federalist & and Anti-Federalist? Federalists supported ratification of the Constitution, they wanted a strong Federal government. Anti-federalists wanted stronger state governments and the creation of a Bill of Rights.
What was the purpose of the Federalist Papers? To convince the states to ratify the Constitution
Virginia Plan Favored by large states – wanted the Legislative branch to be determined by population
New Jersey Plan Favored by small states – wanted each state to have equal representation in the Legislative branch (population didn’t matter)
Great Compromise Combined the NJ & Virginia Plan to create a bicameral legislature
Three Fifths Compromise Determined that for every 5 slaves, 3 would be counted toward the population for the House of Reps and taxation
How many amendments to the Constitution are there? 27
Bicameral A legislature with 2 bodies (House of Reps & Senate)

Preamble The introduction to the Constitution
Unconstitutional Something that goes against the Constitution
What are the powers of the Articles of Confederation? Declare war, make peace, make treaties, manage Native American affairs, coin money & run the post office
Job is to create laws (Article Of Constitution 1) Legislative Branch
Job is to enforce laws (Article Of Constitution 2) Executive Branch
Job is to interpret laws (Article Of Constitution 3) Judicial Branch
Who has the power to make laws and tax U.S. citizens? Both the Federal & the State Governments
What is “Separation of Powers”? Why was it created? Powers of the government are divided into three branches. This was done so no one branch would become too powerful.
What is the purpose of Checks and Balances? Checks & Balances were created so that no one branch would become too powerful. They wanted to avoid one leader taking all the power and becoming a dictator.
