Rough In you install the panel board, wiring and device boxes. (also done when when walls are uncovered.)
Trim out you install receptacles, switches, devices , fixtures and connect then to the pannel board. ( you do it after walls are insulated and closed in)
Testing in this state you make shore everything is working properly. ( you might make shore the switch turns a light on and off. or that a receptacle has power)
Trouble shooting Fixing the problems you find while testing requires trouble shooting. (example: if switch does not turn on you might check the circuit breaker on the panel board.)
