| Preamble | the beginning of the U.S. Constitution that explain its purposes |
| Limited government | a system in which government powers are carefully spelled out to prevent government from becoming too powerful |
| majority rule | when more that half agree, but rights still remain for the minority |
| delegated powers | powers set aside for the federal government |
| reserved powers | powers set aside for the states |
| concurrent powers | powers shared by the federal government and the states |
| popular sovereignty | government by the consent of the governed |
| separation of powers | the distribution of power among the branches of government giving each branch a particular set of responsibilities |
| legislative branch | the lawmaking branch of government |
| executive branch | the branch of government that carries out or enforces the laws |
| judicial branch | the branch of government that interprets the law and punishes lawbreakers |
| checks and balances | A system in which the powers of government are balanced among different branches so that each branch can check, or limit the power of the other branches |
| veto | A refusal by the President or Governor to sign a bill |
| judicial review | the power of the U.S. Supreme Court to determine if a law passed by Congress or presidential action is in accord with the Constitution |
| amendment | a written change to the Constitution |
| Repel | to cancel |
| Cabinet | The leaders of the executive departments who act as advisers to the President |
