Chapter 1 Exceptionality and Special Education
| Term | Definition |

| hydrocephalus | an accumulation of fluid around the brain that can cause mental or physical disabilities if not corrected |
| disability | inability to do something, a diminished capacity to do a certain thing |
| handicap | disadvantage imposed on an individual |
| special education | specially designed instruction that meets the unusual needs of an exceptional student that requires special materials, teaching techniques, equipment, and/ or facilities. |
| intellectual disability | a disability that affects a person's intellectual skills |
| emotional or behavioral disorders | can affect how a person responds emotionally to things |
| deinstitutionalization | the release of institutionalized individuals from institutional care (as in a psychiatric hospital) to care in the community |
| Inclusion | the act or practice of including students with disabilities with the general student population |
| Education for All Handicap Children Act | known as PL 94- 142 later becoming Individuals with Disabilities Education Act (IDEA) |
| Individuals with Disabilities Education Act (IDEA) | This law would be amended again to be the Individuals with Disabilities Education Improvement Act (IDEIA) |
| Individuals with Disabilities Education Improvement Act (IDEIA) | ensures that all children and youth with disabilities have the right to a free, appropriate, public education. IDEIA was revolutionary because it was the first federal law mandating free appropriate education for children with disabilities |
| Americans with Disabilities Act (ADA) | Gives civils rights protections to individuals with disabilities that are like those provided to individuals of basis of race, sex, national origin, and religion |
| Litigation | laws have little or no effect on the lives of individuals with disabilities until litigation occurs and courts interpret exactly what laws require in practice |
