Exceptionality and Special Education

| Study of exceptional learners | the study of both differences and similarities |
| Disability | an inability to do something, a diminished capacity to perform in a special way (an impairment) |
| Handicap | a disadvantage impose on an individual |
| Traumatic Brain Injury (TBI) | An acquired brain injury, excluding congenital, birth, or degenerative conditions, that causes partial or total disability or psychosocial issues affecting education. It may impact cognition, language, memory, attention, motor skills, behavior, or speech. |
| Special Education | specially designed instruction that meets the unusual needs of an exceptional student and that requires special materials, teaching techniques, equipment, and/or facilities |
| Intellectual disabilities | The newer term for "mental retardation"; disability in intelligence and adaptive behavior |
| emotional or behavioral disorders | The terminology proposed by the national Mental Health and Special Education Coalition to replace the federal terminology "emotional disturbance" |
| emotional disturbance | The term used in federal special education laws and regulations for problematic behavior that interferes with education; the federal term used to indicate the problems of emotionally disturbed students. |
| Inclusion | Mainstreaming; the idea of placing students with disabilities in general education classes and other school activities. |
| Educational for All Handicapped Children Act | Also known as public law 94-142, which became law in 1975, and is now known as the Individuals with Disabilities Education Act (IDEA). Retitled in 1990, and reauthorized in 1997 and 2004. |
| Individuals with Disabilities Education Act (IDEA) | Enacted in 1990 and reauthorized in 1997 and 2004, this law replaced PL 94-142 (1975). It requires U.S. schools to provide a free, appropriate public education to all children ages 3–21, regardless of disability, to receive federal funding. |
| Individuals with Disabilities Education Improvement Act (IDEIA) | Federal Law that guarantees services to individuals with disabilities. That law reauthorized in 2004 and titled at the time the Individuals with Disabilities Education Improvement Act. |
| Americans with Disabilities Act (ADA) | civil rights legislation for persons with disabilities ensuring nondiscrimination in a broad range of activities |
| Hydrocephalus | A condition characterized by enlargement of the head because of excessive pressure of the cerebrospinal |
