What are the qualifications in order to become president? 35 years old, natural born citizen, 14 year resident, elected by a majority (270) of the electoral college, 4 year term.
What are the jobs of the president? He is the chief executive
What is the chief executive's job? Responsible for carrying out the law.
What are the formal powers of the chief executive? Appoint executive officers (cabinet),
What are the informal powers of the chief executive? Executive orders, signing statements, executive privilege.
What are executive orders? They change the rules of a law, they don't change the law, does not require congressional action, can be overridden, temporary.
What are signing statements? Tells the bureaucracy how the president wants something to be carried out?
What is executive privilege? Leaders can go to the president and talk about things without fear of it getting leaked. A precedent set by Washington. U.S. vs Nixon said that it doesn't apply if there is reasonable suspicion of a crime.
What is the chief legislator's job? To influence the lawmaking process.
What are the formal powers of the chief legislator? They can recommend legislation to Congress, submit budget proposals, veto things, pocket veto things.
What is a pocket veto? Tactic used by the President to prevent a bill from becoming law without issuing a formal veto. Occurs when Congress adjourns during the ten-day period the President has to sign a bill, and President declines to sign it. Cannot be overridden by Congress.
What is a line item veto? Specific type of veto that allows an executive to reject certain provisions of a bill while approving the rest of it. ONLY USED AT STATE LEVEL, DOES NOT EXIST AT FEDERAL LEVEL.
