Direct lobbying talking to gov. officials, attempting to influence officials
Indirect lobbying no one to one contact with gov officials, getting support for your cause, like trying to mobilize other outsiders to get THEM to influence government

examples of indirect lobbying using social media to promote your cause, protests, letters to the editor
cross-filing (allowed in Pennsylvania for several local government elected positions) when you're allowed to put yourself on the ballot as both a democrat and a republican
Dillon’s Rule: legal doctrine that defines the division of powers between state and local gov. Local gov can only exercise the powers EXPRESSELY granted to them by the state gov. Limited power
Home Rule: local gov can decide to do more as long as theyre not directly prohibited from doing it by the state or national gov.
