| delegates | members of congress, who cast votes based on the wishes of the prople who elected them |
| trustees | votes based on his or her conscience and judgement, not the view of those people at home |
| partisans | owe their allegiance to his/her political part and votes according to the party line |
| politicos | attempt to balance the basic elements of the trustee, deligate, and partisans roles . |
| bills | proposed laws |
| floor consideration | to be considered and and acted upon by the full membership of the house or senate |
| oversight function | process by which congress checks to see that the executive branch agencies are carrying out the policies that congress has set by law |
| term | length of time congressman or president serves |
| session | period of time congress assembles and conducts business. |
| convene | to begin a new session of congress |
| adjourn | suspend or end until the next session |
| recess | a time when both houses of congress temporarily suspends business |
| porogue | adjourn |
| special session | an extraordinary session of a legislative body called to deal with an emergency situation. |
| franking privilege | allows congressman to mail letters and other materials postage free |
| Luther Patrick | described all the many jobs of a congressman, so many that he hardly finds time to study legislation |

| gerrymandering | the drawing of electorial district lines to the advantage of a party or group |
| off year elections | congressional elections that are held in nonpresidential years |
| incumbent | the person who currently hold office |
| continuous body | all the seats are never up for election at the same time |
| constituencies | the people and interests that the senators represent |
| Randy "Duke" Cunningham | house representative resigned from office after pleading guilty to bribery charges |
| James Madison | the qualifications and term of the senate were necessary to offset the indecisiveness of the house. |
