labor relations board jobs hear complaints about unfair labor practice, hear complaints about strikes, process union certification application, terminate bargaining rights
arbitrators hear disputes between unions and employers and render final binding decision reviewed by courts
why prefer going to board rather than court faster, cheaper and experts making decisions
