What is the difference between design review and permit plan review Design review is the review by architects/engineers for performance, aesthetics, etc.; permit plan review is the technical compliance check by the building department.
What documents are typically required for submission during plan review Architectural drawings, structural drawings, mechanical, electrical, plumbing, site plan, calculations, specifications, geotechnical reports, and code references.
What is meant by completeness check (or application review) Verifying that the application package contains all required forms, signatures, fees, and documentation before substantive review begins.
What role does a permit technician play during plan review They ensure submissions are complete, track review stages, communicate with the applicant, route documents to appropriate reviewers, and monitor corrections.
What is a review comment / correction notice Written feedback from plan reviewers identifying nonconformities, missing information, or required revisions which the applicant must address.
After corrections are made, what is resubmittal review The process of reviewing revised drawings/documents to ensure that all previous comments have been addressed and corrections made.
What is approval stamp / signature The official marking by the building official or reviewer indicating the plans are accepted and a permit may be issued.
What is permit issuance The formal act of granting permission to start construction under certain conditions after all reviews and requirements are satisfied.
What is a revision to permit / revised plans Changes to the approved plans or scope during construction, which must be submitted, reviewed, and approved before implementation.
What is engineering judgment and when might it be applied The professional discretion to interpret or apply code requirements when exact matches don’t exist, often used during plan review for complex issues.
What is a waiver or alternate method request in plan review A request by the applicant to use a design, method, or material that differs from the code but provides equivalent performance; must be approved by the jurisdiction.
What is phased permit / phased plan review Allowing parts of the project (e.g. site work, foundation) to be permitted while other parts are still under review, to accelerate construction.
What is record keeping / tracking in the plan review stage Maintaining logs, status updates, reviewer responses, resubmittal dates, and document versions to ensure accountability and clarity.
Why is understanding plan review and permit processing critical for a permit technician Because much of their role involves facilitating, coordinating, communicating, and tracking the flow of documents between applicants and reviewers to ensure timely, code-compliant permitting.
