QuestionAnswer
Who must be included on an Energy application? Everyone who lives at the same residence unless it is known to be a boarding house or contain separate apartments.
What if the client lives in a boarding house? If it is a known boarding house or separate apartment with a separate heat source, there must be a written or lease agreement.
How are ineligible aliens counted for the household? Do not include an ineligible alien in the number in the household but do count his reserve and prorate his income into the budget.
How are foster children counted in the household? Households have the option to include or exclude foster children in the LIEAP. Included = count income of the child and foster care payment. Not included = exclude all income of the child including the foster care payment.
Where should you find Citizenship information in the Energy manual? EP 175 United States Citizenship
Who do the benefits follow in a change in household composition? The Head of Household
A HH including husband, wife, and children, are approved LIEAP and CIP. The husband is the case head and later moves out. Is the wife eligible for LIEAP and CIP again in the same year? Yes. The wife is the new head of household and is potentially eligible without the husband.
A HH including mother and adult daughter received CIP. The daughter moves out and applies for help with getting her lights turned on. Is she eligible since she already received with Mom? Yes. The daughter has moved out and is now her own head of household. She is potentially eligible for the full CIP amount.
A HH including girlfriend, boyfriend, and his daughter, are approved for $257 CIP. The girlfriend moves out and establishes a new residence. Is she eligible for CIP again? Yes. She is potentially eligible for $343, which is the remainder of her $600 CIP amount for the current fiscal year.
What is the term of the fiscal year for Energy programs? July 1 through June 30
