Articles of Confederation Structure The union was a confederation of equal states with no executive and limited power exhibiting maainly to foster a common defence.

John Adams Denouced pensilvania constitution. He wants to restrict office holdings to men of learning, leassure and easy circumstance, warned of opression under majority rule.
Robert Morris became the superentendent of finance in1781, nationalist minded patriots tried to expand cpnfederations authority. Created a centeral beurocraccy to manage the confederations finances. Irged congress for 5 pence import tax.
