Term | Definition |

Block Grants | A grant from the federal government that a local/state government can allocate to a wide range of services. |
Categorical Grants | are federal grants given to state and local governments to encourage their cooperation in implementing specific purposes and programs. These grants give less flexibility to state governments than block grants. |
Fiscal Federalism | the federal government sends monies to the states, and attaches stipulations, or rules and regulations, to the funds. This allows the federal government to exercise much more power over domestic affairs than it was given in the Constitution. |

Compact Theory | The idea that the U.S. was formed through an agreement between the state governments. |
Nullification | The doctrine that a state can declare void a federal law that, in the states opinion, violates the constitution. |
Devolution | The transfer of powers and responsibilities from the federal government to the states. |
Dual Federalism | A system of government in which both the states and the national government remain supreme within their own spheres, each responsible for some policies. |
Equal Protection Clause | Clause in the Fourteenth Amendment forbids any state to deny to any person within its jurisdiction the equal protection of the laws. |
Due Process Clause (14th Amendment) | provides that no state may deprive any person of life, liberty, or property without due process of law. |
