FOSC may enter private property to minimize or mitigate the threat of a spill and may issue Admin Order to require certain actions.

33CFR160 The vessel or any transfer can be stopped if the history of the vessel creates reason to believe that the vessel is unsafe or poses a threat to the envir.
1.12 explain FOSC and COTP authority to control vessel movements. 33CFR6.04-8 and 33CFR160 the COTP may take full or partial possession or control of a vessel. FOSC may control movement, or use and undertake any corrective measures.

The COTP may enlist the aid and cooperation of federal, state, local, private agencies to assist in the enforcement of regulations. 40CFR300.175 agencies may be called on to provide assistance in their respective expertise.

1.16 Draft a COTP 1.17 Draft an Admin Order COTP orders are used to restrict activities such as operations and vessel movements. Admin Orders are used to compel cleanup actions/activities.

3.1 Describe each of the special teams available to assist the FOSC NSF provides technical expertise and equipment (NSFCC, Strike Teams, and PIAT), SSC provides trajectory and consultation guidance, SUPSALV assists with reviewing plans in regards to salvage ops, ERT provides monitoring and sample analysis.
3.2 Describe the roles and responsibilities of the Department of Health and Human Services? Assists with response workers and public health, assists with determining the cause of illnesses, and controls the disease/exposure registries.
