What is Rule 1? (INTERNATIONAL) Application These rules shall apply to all vessels upon the high seas and in the waters connected therewith navigable by all seagoing vessels
What can Submarines display? Submarines may display a flashing yellow light to flash once per second for 3 seconds followed by a 3 second off period
What is Rule 1? (INLAND) Application These rules shall apply to all vessels upon the inland waters of the United States, and to all vessels upon Candadian Waters of the Great Lakes to the extent that there is no conflict with Canadian law.

What is a Power Driven Vessel? (Rule 3) Any vessel propelled by machinery
What is a Sailing Vessel? (Rule 3) Any vessel under sail, provided that if fitted with mechanical means of propulsion it is not being used.
What is a vessel Not Under Command? (Rule 3)? A vessel which due to some exceptional circumstance is unable to maneuver as required by these rules and is therefore unable to keep out of the way of another vessel.
What is Restricted Ability to Maneuver? (Rule 3) A vessel which from the nature of her work is unable to maneuver according to these rules and is therefore unable to keep out of the way of another vessel.

What is a vessel Constrained by her Draft? (Rule 3) A power driven vessel which due to the relation of the available depth of water to her draft is severly restriced in her ability to deviate from the course she is following.

What is Rule 4? Application of the rules in any state of visiblity
What is Rule 5? Lookout Every vessel shall at all times maintain a proper lookout by sight and sound appropriate to the prevailing circumstances to make a full appraisal of the situation and risk of collision.
What is Rule 6? Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped in a distance appropriate to the prevailing circumstances and conditions.
