Safe use of equipmen

Why is there rubber sheath ( cover) over the back end of a multiple draw needle? It act as a valve to prevent blood from spilling when the tubes are changed.
What equipment would you use to ensure your safety during a venepuncture procedure? Appropriate sized needle with a safety device.
