Federal Home Loan Bank System Created 1932 12 Regional Banks established.Created HOLC to refinance mortgages for distressed homeownerns and home finance institutions. Redlining was used. HOLC expired in 1954.
National Housing Act of 1934 Established FSLIC to insure savings deposits. Created the Federal Housing Admin (FHA). FHA required land-use guidelines to be met. Favored detached over attached housing and low density over higher-density.
Wagner-Steagall Housing Act of 1937 Created US Housing Auth (USHA) which became the Public Housing Admin (PHA) in 1947. Empowered and funded Local Housing Auth (LHA) to determine local needs. Tied slum clearance to public housing projects.
Housing and Home Finance Agency Created 1947 All federal housing programs consolidated under this agency. Predecessor to HUD.
Housing Act of 1949(Also called the Wagner-Ellender-Taft bill) First comprehensive housing bill. About 800,000 new units constructed under its provision. Focused on slum clearance, urban renewal and new housing construction.
Urban Renewal 1949 - 1973 Emphasized physical redevelopment of existing communities. Largest federal urban program in US history. Used eminent domain to assemble, clear and rebuild sites and then sold or leased to private developers at below market rates.
Urban Renewal 1949 - 1973(Part 2) Urban renewal razed entire neighborhoods and displaced low-income residents, often w/o compensation or housing replacement.
Housing Act of 1954 Expanded urban renewal. Included section 701 funding for comprehensive planning for communities of less than 25,000 people. Added to the establishment of many planning departments.
Housing Act of 1959 Made federal funds available for comprehensive planning at the metropolitan, regional, and state level.
Housing Act of 1964 Section 312 funds for home rehabilitation loans. Added housing assistance for moderate-income households.
Housing and Urban Development Act of 1965 Made HUD a cabinet level agency. Robert Weaver first secretary of HUD and 1st African-American cabinet member.
Civil Rights Act of 1968 Also known as fair housing act, preventing housing discrimination. Title Vlll prohibited discrimination in sale, rental and financing of dwelings based on race, national origin, religion, sex and family status.
Housing and Urban Development Act of 1968 New Communities Act and provided funding for private development of new towns. Provided funding for construction of six million subsidized housing units. Required local govts to develop housing plans and affirmative action housing programs.
HUD Act of 1970 Created Community Devel. Corps. (CDCs) to emphasize economic and community devel in central cities and low-income areas. Provided funding for housing and rent for moderate-income households.
Section 8 Housing - 1974 Pres. Nixon. Help low-income renters secure adequate housing. Recipients pay only 30% of income in payment and federal govt pays the rest. Main source of federal housing assistance. to low-income households.

Housing and Community Development Act of 1992 Section 202 to help expand suply of affordable housing for the elderly that allow them to live independtly, but with support services.
HUD Multifamily Housing Disposition Rule of 1994 Disposed of apartment buildings in govt. possession due to foreclosure.
Housing Opportunity Extension Act of 1996 Evicts individuals with drug or alcohol abuse or criminal records from public housing. Designates a certain number of units for elderly. Provides funds for Habitat for Humanity.
Manufactured Housing Improvement Act of 2000 Enacted under the Clinto Admin. Established building stds for manufactured homes. Requires states to implement a dispute resolution prgm to resolve disputes over correction or repair of defects.
