Türkiye -1929'da Briand-Kellog Paktına katılmıştır. -1932 senesinde ise Milletler Cemiyetine katılmıştır.
İtalya 1935'de Habeşistan'a saldırmış ve işgal etmiştir. Afrika ve Orta doğu'da yayılmak isteyen İtalya'nın bu politikasına karşı bölge devletleri önlem almak amacıyla 1937'de Sadabat Paktı'nı imzalamıştır.
Balkan Antantı ve Sadabad Paktı imzalandığı sırada Türkiye Cumhuriyeti Dış işleri Bakanı Tevfik Rüştü Aras'tır. 1925-38 yılları arasında kesintisiz görev yapmıştır.
