Can certain business be conducted in "closed" meetings? Yes-see page 19-1 of the Complete Guide for the list of nine categories for which business may be discussed in closed meetings.
What is required to hold a special or "urgent" public meeting to conduct specific matters where delay in conducting the meeting could harm the public interest? An affirmative vote of three-quarters of the members present and public notice given asap by posting and press notification in the usual manner (NJSA 10:4-9)
