Social Welfare policies Policies that provide benefits to people, through both entitlements and means testing.
Entitlement programs Government benefits that certain qualified individuals are entitled to by law, regardless of need.
Means tested programs Government program available only to individuals below poverty line.
income distribution The shares of the national income earned by various groups.
Income The amount of funds collected between any two points in time.
Wealth The value of assets owned.
Poverty Line Method used to count poor people, it considers what a family must need to maintain a standard of living.
Feminization of poverty Increasing concentration of poverty among women, especially unmarried women and their children.
Progressive tax A tax where the government takes a larger percent of the income from the rich rather than the poor.
Proportional tax A tax where the government taxes the same flat percent regarding your income.
regressive tax Tax rates are greater for poor people.
Earned income tax credit A negative income tax that provides income to very poor individuals.
Transfer payments Benefits given by the government directly to individuals. Transfers can be cash transfers such as social security.
Social security act of 1935 Created both the Social Security program and a national assistance program for poor children, usually called AFDC.
Personal responsibility and work opportunity reconciliation act The official name of the welfare reform law of 1996.
Temporary assistance for needy families Once called aid to families with dependent children. The new name for public assistance to needy families.
Social Security trust fund Bank account into which social security contributions are deposited and used to pay out eligible recipients.
Personal responsibility and work opportunity reconciliation act: Each state would receive a fixed amount of money to run its own welfare program, people on welfare would have to find work within two years or lose all their benefits, and a lifetime maximum of years on welfare was set.
