SHIMS The Submarine Hazardous Material Inventory and Management System (SHIMS) is a menu driven HM inventory and management tool for use aboard submarines to easily track, identify storage location, and determine which HM has been approved.
Assign the responsibility for implementation of the consolidated hazardous material reutilization inventory management program (CHRIMP) afloat Commanding Officer
Appoint/assign, in writing, a HM coordinator. The HM coordinator shall be a graduate of the Afloat HM Coordinator Course or equivalent supply corps officer training. (See HM training paragraph.) Commanding Officer
Overboard discharge of HM during an emergency is authorized. TRUE - The requirements detailed herein shall not preclude the overboard discharge of HM during an emergency where failure to discharge would clearly endanger the health or safety of shipboard personnel or would risk severe damage to the ship.
With department heads, semi-annually review the list of HM to ensure that CHRIMP efforts are optimized to minimize HM stowage locations and eliminate excessive or unauthorized quantities of HM. Executive Officer
Assign sufficient personnel to the HAZMINCEN to accomplish CHRIMP and ensure an individual with SNEC 9595 qualification is operating the HAZMINCEN. Executive Officer
Assist the executive officer in a semiannually review of the list of HM to ensure that CHRIMP efforts are optimized to minimize HM stowage locations and eliminate excessive or unauthorized quantities of HM. Department Heads
Operate the HAZMINCEN in accordance with guidance in this chapter and in chapter C23. Provide control and inventory management of designated shipboard HM. The Supply Officer/HM Coordinator/HM Supervisor
Ensure that only NAVSEA-approved, in-space storage lockers are used and that locations/installations are approved by the HM coordinator, safety officer, DCA and XO. Division Officers

Coordinate HM spill response drills with the HAZMINCEN division as necessary. Damage Control Assistant (DCA)

Request HM from the HAZMINCEN and shall ensure before HM is ordered that a valid requirement exists (specifically required by a maintenance procedure or other shipboard operation). Division Supply Petty Officers/Repair Parts Petty Officers
Ensure that required personal protective clothing and equipment are maintained and used. Work-center Supervisors
Properly stow or return HM to approved locker or the HAZMINCEN upon completion of use or no later than the end of the workday. All Hands
Properly use and handle HM in accordance with the applicable MSDS and reference All Hands
Collect and segregate any residue resulting from use of HM issued from the HAZMINCEN for turn-in to the supply department/HAZMINCEN. All Hands
Report any spills of HM to the officer of the deck, and/or damage control central/central control station. All Hands
Annually complete HM awareness training. All Hands

Spills or potential spills response team shall report the following information. Time of spill / Location of spill / Identification of spilled material /Behavior of material (reactions observed) / Source of spill / Personnel in vicinity (name&dept) / Volume of spill / Anticipated movement of spill / copy data from spilled container
Coordination and direction of spill response efforts at the scene of an oil or HM spill shall be accomplished by ship's OOD, CDO, fire chief, damage control party leader, or senior person at the scene, as appropriate, who shall initiate the following actions:Evacuate all personnel / Cordon off the affected area / Arrange first aid
If a flammable gas or vapor is released as a result of the spill, the gas/vapor shall be dispersed or diluted as soon as possible.
