Why did the small states not like the Virginia Plan? Smaller states were NOT in favor of the Virginia Plan because they would NOT have as as many representatives in Congress to vote.
Why do you think the large states thought the Virginia Plan was fair? Larger states favored the Virginia Plan because they would have more votes in Congress than smaller states.
What is a compromise? An agreement reached by adjustment of conflicting or opposing claims, principles; give-and-take, consessions.
The Great Compromise decided how many votes each state would have in the Senate and the House of Representatives.
