supremacy clause | the Constitution and then the laws and treaties of the U.S. are the Supreme law of the land; and the State constitutions and laws are below that |
republican form of government | the national government is to guarantee this to every State in the Union; means a representative government |
invasion and internal disorder | the National governemnt is supposed to protect the states against invation or internal domestic violence |
respect for territorial integrity | the National governement is supposed to respect the boundaries of the States |
enabling act | an act directing the people of a territory to frame a proposed State constitution if they wnt to make themselves a State and be admitted to the Union |
act of admission | If Congress agrees to Statehood after reviewing the State constitution, they pass an act of admission that creates a new State in the Union |
grants-in-aid programs | grants of federal money or other resources to the States |
revenue sharing | one form of federal monetary aid where Congress gave an annual share of the federal tax revenue to the States with virtually no strings attached |
categorical grants | grants made for a specdific closely defined purpose and strings attached |
block grants | made for much more broadly defined purposes such as health care or welfare and fewer strings attached. |
project grants | grants made to States and private agencies who apply for them. |
interstate compacts | agreements between the States made with the consent of Congress |
