01 Overview of Land Search and Rescue

Describe generally at least one course offering the U.S. National Search and Rescue School. The U.S. National Search and Rescue School is operated jointly by the U.S. Air Force and U.S. Coast Guard. The joint USCG/USAF teaching staff provide training in oceanic, coastal, and inland search planning procedures.
List at least two organizations involved in developing SAR standards. The National Fire Protection Association (NFPA), ASTM International, and the American Society of Safety Engineers (ASSE)
List at least one organization involved in developing SAR regulations. The Occupational Safety and Health Administration (OSHA), All U.S. states have multiple agencies that promulgate rules and regulations (i.e. Ohio Division of State Fire Marshal)
Describe at least 2 significant characteristics of this organization that provides opportunities for individuals to become involved in SAR: NASAR Not-for-profit membership organization, primarily volunteer SAR response professionals, only U.S national-level SAR education and certification body, advocacy organization
Describe at least 2 significant characteristics of this organization that provides opportunities for individuals to become involved in SAR: MRA group of highly experienced mountaineers, produce rescue training materials, not-for-profit organization, sponsor numerous programs
Describe at least 2 significant characteristics of this organization that provides opportunities for individuals to become involved in SAR: CAP nonprofit, official auxiliary of USAF, provides SAR mission coordinators - search aircraft - ground teams - personnel on alert status - extensive communications, transportation of time-sensitive materials, prime air resource of inland area

Describe at least 2 significant characteristics of this organization that provides opportunities for individuals to become involved in SAR: CERT prepare any citizen to be better prepared to respond to and cope with aftermath of a disaster, supplement a community's capability after a disaster, provide immediate assistance to victims, organize spontaneous volunteers, collect disaster intelligence
Identify 2 international SAR organizations and describe their general role in search and rescue. 1. International Commission for Alpine Rescue (ICAR), based in Switzerland 2. International Climbing & Mountaineering Federation (UIAA) based in Switzerland 3. International Search and Rescue Advisory Group (INSARAG) part of the United Nations umbrella
Provide a contemporary definition of the terms search. An operation using available personnel and facilities to locate persons in distress.
Define wilderness. An uninhabited region devoid of any synthetic amenities.
Search can be defined as: the location of persons in distress
Rescue can be defined as: the retrieval and initial care for a person in distress along with their delivery to a place of safety
The Provisional International Civil Aviation Organization (PICAO) defines search and rescue as: the act of finding and returning to safety the survivors from an emergency incident
T.J. Setnicka, author of “Wilderness Search and Rescue,” stated that SAR was essentially: a transportation problem
The CERT course is offered by: Federal Emergency Management Agency (FEMA)
