discretion power to decide or act on his own knowledge and judgment
civil liability occurs when a person proves that another person (like an officer) failes to do his duty to that person
tort civil wrong committed against an individual in which the injured party gets compensation
Internal Affairs special unit that investigate allegations of misconduct by officers
punishment officers gets who violate policy and laws suspension or days off without pay. Oral /written reprimands, demotion, probation, remedial training, or termination.
