Port State Control Examiner PQS

Describe the purpose of the USCG Port State Control program. To minimize/eliminate substandard vessels from entering/operating in U.S. ports and waterways.
Define a sub-standard vessel. A vessel whose hull, machinery, equipment, or operational safety is substantially below the standards required by the relevant convention or whose crew is not in conformance with the safe manning document.
Define the Coast Guard's authority to board foreign vessels and conduct PSC exams. The U.S. is a signatory of the SOLAS convention and get its authority from Ch.1, Reg.19.
