Term	Definition
partisan polarization	A vote in which a majority of Democratic legislators opposes a majority of Republican legislators
bicameral legislature	a lawmaking body made up of two chambers or parts
filibuster	attempt to defeat a bill in the senate by talking indefinitely, thus preventing the senate from taking action on the bill. A prolonged speech or series of speeches made to delay action in a legislative assembly
cloture rule	rule allowing that a filibuster debate could be cut off if 2/3rds of senators present and voting agreed to "cloture" motion
marginal districts	political districts in which candidates elected to the house of representatives win in close elections, typically by less than 55 percent of the vote.
safe districts	Districts in which incumbents win by margins of 55 percent or more.
conservative coalition	an alliance between Republicans and conservative Democrats
representational view	congressional voting behavior that assumes that members make voting decisions based on their perception of constituents' wishes to ensure their own reelection
organizational view	Explanation of congressional voting which suggests members of Congress respond primarily to cues provided by their colleagues
attitudinal view	Explanation of congressional voting which emphasizes the impact of personal ideology and party identification as a voting cue
majority leader	the legislative leader elected by party members holding the majority of seats in the House or the Senate
minority leader	The legislative leader elected by party members holding a minority of seats in the House or the Senate
whip	a senator of representative who helps the party leader stay informed about what party members are thinking
speaker	the presiding officer of the House of Representatives and the leader of his or her party in the House
party vote	stricter measure, a party vote occurs when 90% or more of the Democrats in either house of Congress vote together against 90% of Republicans. A looser measure counts as a party vote where at least 50% Democrats vote together against 50% Repuclicans.
caucus (2nd definition for term)	an association of congressional members created to advance a political ideology or a regional, ethnic, or economic interest
standing committee	permanently established legislative committees that consider and are responsible for the legislation within a certain subject area
select committee	congressional committees appointed for a limited time and purpose
joint committee	committees on which both senators and representatives serve
conference committee	joint committees appointed to resolve differences in the Senate and House versions of the same bill
