| What is green paper | Green Paper is a tentative proposal for discussion. |
| What is white paper | White Paper is a firm government policy |
| What is the First Reading | The purpose of Bill read out. |
| What is the Second Reading | The main debate and vote |
| What is the Committee Stage | A detailed look by Standing Committee made up of 16-50 MPs. May take expert advice. |
| What is the Report Stage | standing committee reports amendments back to the whole house. Each amendment is debated to be accepted or rejected. |
| What is the Third Reading | review of whole Bill, formal Vote to see if the Bill should be taken to the House of Lords to go through the whole process again. |
| House of Lords | scrutinise the Bill and make amendments, and approve or delay Bill if they do not agree. |
| Royal Assent | The Queen has to approve of the Bill which then makes it an Act of parliament. |
